Working in the Public Administration

The members of the public function manage the development of the public service.

Public function covers all persons who work in an Administration through a professional relationship. Specifically we are refering to the Generalitat public function (its departments, autonomous organizations, Social Security organizations and commercial, industrial and financial autonomous organizations.

There is an specific regulation for the Generalitat and the Administration. This regulation mentions the rights and obligations of the private sector employees.

The legislative Decree 1/1997 , (PDF, 276 kB) 31th October, regulates the public function of the Administració de la Generalitat according to the Estatut d’autonomia. The public function structure is defined through groups (PDF, 42 kB) where public employees are grouped by labour categories , in the organization of the Generalitat human resources.

The general policy of the employees, depending on the Administració de la Generalitat, belongs to the Govern de la Generalitat. In accordance with the action plan of all departments, the Departament de Governació i Administracions Públiques is the department in charge of the public function and the administrative organization of the Generalitat. Sometimes this function is dleegated to other departments which manage groups of employees.
